Crowdsourcing, to determine bird count worldwide
By JIM ROBBINS The New York TimesHELENA, Montana — On a warm morn-ing not long ago on the shore of a small prairie lake outside this state capital, bob martinka trained his spotting scope on a towering cot-tonwood tree heavy with blue heron nests.文件倉 he counted a dozen of the tall, graceful birds and got out his smartphone, not to make a call but to type the number of birds and the species into an app that sent the information to researchers in new york.mr. martinka, a retired state wildlife biolo-gist and an avid bird-watcher, is part of the global ornithological network ebird. Often he heads into the mountains to scan for birds and then reports his sightings to the Cornell lab of Ornithology, a nonprofit organization based in ithaca, new york."i see rare gulls at the dump quite fre-quently," mr. martinka said, scanning a local dump.tens of thousands of birders are now what the lab calls "biological sensors," reporting where, when and how many of which spe-cies they see. their bits of information, gath-ered in the millions, provide scientists with a big picture: perhaps the first crowdsourced, real-time view of bird populations around the world.ebird has compiled 141 million reports, or bits, and the number is increasing by 40 per-cent a year. in may, ebird gathered 5.6 million observations from 169 countries.birds are notoriously hard to count. until the advent of ebird, which began collecting daily global data in 2002, so-called one-day counts were the only method.but ebird's daily view of bird movements has yielded a revelation for scientists. the most informative product is a heat map: a striking image of the bird sightings repre-sented in shades of orange according to their density, moving through space and time across black maps. more than 300 species have heat maps."as soon as the heat maps began to come out, everybody recognized this is a game changer in how we look at animal popula-tions and their movement," said John W. Fitzpatrick, director of the Cornell lab. "re-ally captivating imagery teaches us more ef-fectively."it was long believed, for example, that the united States had just one population of or-chard orioles. heat maps showed that the sightings were separated by a gap, meaning there are not one but two genetically distinct populations.Cornell has hired 存倉op birders to travel around the world to train people like mr. martinka in methodology. and 500 volunteers read the submissions for accuracy, rejecting about 2 percent.Cagan h. Seker-cioglu, a professor of ornithology at the uni-versity of utah who has used similar bird-watching data in his native turkey to study the effects of climate change on birds, called ebird "a phenomenal resource" and said that it was "getting young people involved in natural history, which might seem slow and old-fashioned in the age of instant online gratification."the engine that makes ebird data usable is machine learning — a combination of software and hardware that sorts through disparities, gaps and flaws in data collection, improving as it goes."machine learning says, 'i know these data are sloppy, but fortunately there's a lot of it,' " dr. Fitzpatrick said. "it takes chunks of these data and sorts through to find patterns in the noise. these programs are learning as they go, testing and refining and getting better and better."Some experts question ebird's validity. John Sauer, a wildlife biologist with the unit-ed States Geological Survey, says that bird-watchers' reports lack scientific rigor. rather than randomness, he said, "you get a lot of observations from where people like to go."but the information about bird popula-tions is being used by researchers and con-servationists to help in their understanding of other changes in the natural world and as a marker for the health of overall biodiversity. "birds are great indicators because they oc-cur in all environments," said Steve Kelling, the director of information science at the Cornell bird lab.a decline in eastern meadowlarks in part of new york State suggests that their habitat is shrinking — bad news for other species that depend on the same habitat. in Califor-nia, ebird data is being used to decide where to steer development.in britain, ebird data has been combined with that of birdtrack, a program that uses radar images, weather models and micro-phones on buildings to record the sounds of migrating birds. For bird-watchers, the ebird project has given their pastime a new sense of purpose. mr. martinka said, "if you see one bird or a thousand, it's significant."Millions of reports are turned into digital data on bird populations.
PROFILE: D.A.M. Ammo manufacturers own product
M.Aug. 31--LAS CRUCES -- Paul McClarin had been reloading (manufacturing ammunition) for more than 20 years before he decided to go open a business."I spent most of my life in construction," he said. "I got tired of being in construction."When he had a chance, he sold off more than 30 of his personal weapons and started The D.A.M. (Dona Ana Munitions) Ammo Co., 3100 W. Picacho Ave., two years ago. It's a family business that specializes in ammunition for myriad hand guns, rifles and shotguns. It also sells a limited number of weapons, some accessories and reloading equipment.Upon walking into the company store, there's a large Browning .50 Caliber Machine Gun on display. This is McClarin's favorite; it's a monster of a weapon that has a seat mounted to it. It's available for rent, to display at events or use at a shooting range, he said."That's kind of a once-in-a-lifetime thing to shoot," he said. It's also one of the most expensive weapons to shoot. The bullets are almost 6 inches long and cost $4 or $5 each.In an opposite room, employees can be seen reloading ammunition at any one of the dozen or so reloaders, which are tall machines with funnels and dials. It's noisy with lots of metal-on-metal sounds -- which sounds exactly likebullet casings dramatically falling to the ground in a movie, but dozens at a time. Each reloader makes different ammunition for specific weapons. Gun powder flows through, fills a shell and is topped off with the actual bullet in one crank of the reloader's handle. This man-powered process is actually faster than automated ones, McClarin said.Employees at the company make and sell about 20,000 rounds of ammunition every week."As fast as we can make it, we sell it," McClarin said. After recent changes and challenges to gun laws, The D.A.M. Ammo Co. has only grown, even quadrupled in business because supermarkets and sporting goods stores in Las Cruces have limited reserves of ammunition available for sale, he said."We supply most of Las Cruces with ammunition," McClarin said. The company may be the only manufacturer in this part of the state 迷你倉ecause the staff regularly sees customers from surrounding communities. They even get requests to ship product all over the country, he said.McClarin also supplies the local Sheriff's Department with ammunition, both for target practice and for duty (hollow-point rounds designed for live targets)."Sheriffs can't get enough ammunition for their graduating class because they can't get it anywhere else," he said. "Most ammunition is target ammunition."Also, more than a dozen firearms instructors refer their students to him, including Curtis Childress of Southwest Firearms Academy."They have provided ammunition that we've been able to purchase so that people can be able to learn firearms safety," Childress said. "The main thing is if you understand what firearms are for and what they can do, then you can also be more safe."Americans own 300 million firearms -- 100 million of which are handguns. About 45 percent of households have guns, according to justthefacts.com.Childress has instructed and certified hundreds of local people, and emergency personnel, to use guns and conceal and carry, he said."Anything to do with law enforcement firearm training and safety, I was involved," he said. "Everybody has a right to their own opinion. We always hear people say guns kill people, guns don't kill people. We can look at it either way. The problem is the people who use these guns.""Sometimes you can't change someone's mind," said Mark Klunder, an employee of The D.A.M. Ammo Co. and an Army veteran. "Firearms are safe if operated safely and it is a 2nd Amendment gift."Sgt. Klunder started at the company by simply "hanging around" and learning more about ammunition during each visit. He eventually learned to reload and was hired, he said. There are three veterans working at the company. including one of McClarin's sons, AJ, and all employees are weapons enthusiasts who own more than one gun.Andi Murphy may be reached at 575-541-5453.Copyright: ___ (c)2013 the Las Cruces Sun-News (Las Cruces, N.M.)
「This is Turkey 」聽三次Goksenin 把詩句抄在我畫的茶杯底下,語出土耳其詩人Turgat Uyar 的Yoku Yola。 他聳聳肩說: 「This is Turkey」。 他便說: 「This is Turkey」。

Somis School makes case for relocating instead of renovating
Source: Ventura County Star, Calif. Aug. 30--In a room of about 40 Somis residents, nearly all supported a new location to construct a K-8 school. There's the cost issue, for one thing. If Somis School were to relocate, it would get $4.5 million from the state. That, combined with a $9 million bond passed in November, would put the community just $1.5 million short of building its dream school. If the school were to remain at its current North Street location and be renovated, it would cost the $9 million and an additional $1 million just to bring the 90-year-old campus up to code, with no help from the state. The predicament -- to renovate or relocate -- was explained to the community Thursday night. The meeting took place in the school cafeteria, which was built in 1960 and is the newest building on campus."When you're 90 years old, things kind of get grandfathered in," said Colleen Robertson, superintendent of the Somis Union School District.Quaint and unique, the small school fits the rural community of Somis but is starting to show its age. Simple tasks such as mounting a monitor or installing Wi-Fi in a classroom can be difficult.Robertson said that when the school was built, Ford was rolling out its millionth Model T."It was a different time," Robertson said. "We live in a changing world, and schools are changing and technology is changing. What we want is a vision to build a school for the next 100 years."In the last election, the school district asked voters to back a bond measure for the first time in its history. The measure needed 55 percent approval and received 67 percent. One of the first things the district considered迷你倉was constructing a new parking lot. But then the district discovered four gas pipelines surrounding the campus, some just 30 inches beneath the playground. The discovery alarmed Robertson, who quickly called neighboring districts to see if there was an extra school for Somis students to occupy. There wasn't.At Thursday's meeting, Jeff Raines, a consultant from Terraphase Engineering, said he didn't want to scare parents but they should be "adequately concerned.""Pipelines are kind of like asteroids. They're extremely hazardous, but it's rare for an occasion like San Bruno," Raines said, referring to the pipeline explosion that rocked a San Francisco suburb in 2010. "The school is in a position that it should be closed as soon as possible, in my opinion."Juana Espinoza, who has lived in Somis for 16 years, said she was surprised to hear about the pipelines. Espinoza, whose two children attend Somis School, said she would miss the campus, but staying presents too much risk."The school has been in the community for a lot of years, but moving is better for the kids," Espinoza said. "I love this school, but that doesn't minimize the risk."The district has identified a couple of sites to build a new school, but the one most likely is a 10-acre agricultural property at the end of West Street. The current school houses 270 students, but a new one could accommodate up to 500.The school board is expected to make a decision on whether to move or remodel later this year.Copyright: ___ (c)2013 Ventura County Star (Camarillo, Calif.) Kenmore's Falsone breaks ground while keeping Dodgers on the field
Source: The Buffalo News, N.迷你倉出租Y.Aug. 29--It's tough to hear. The national anthem singer is warming up on the Rogers Centre field in Toronto. His deep voice bellows "O'ER THE RAAAMPARTS" through the overhead speakers.Los Angeles Dodgers outfielder Matt Kemp interrupts a conversation happening behind the dugout: "You doing an interview?" he asks. Sue Falsone snaps: "Maybe." "Come talk to me; I'll tell you the real story," Kemp directs a reporter. "I'm just playing. She's great." Falsone laughs. "Goofball."Kemp might be among the finest major league baseball players, but he's just one of Sue Falsone's boys. "I spend my day taking care of 25 boys," she said. If it seems unusual, that's because it is -- Falsone is the first female head athletic trainer of a professional sports team. And she's proud to call Buffalo her hometown. The Dodgers' trainer, who graduated from Kenmore West High School and Daemen College, sat down with The News during Los Angeles' series in Toronto last month. Falsone sports Dodgers royal blue head to toe, blond bangs and a warm smile. She'll admit she's 39 years old now, but she looks closer to her mid-20s. She hangs on every word like it's the most interesting one she's heard all day. While people tell her she's a hero, Falsone says, "It's just my job." To others, though, she is a pioneer. She has been featured in the Los Angeles Times, Sports Illustrated, ESPN and USA Today."It was a huge deal when it first came out, with the announcement and how many messages -- Facebook messages and Twitter and LinkedIn messages, snail mail letters to my places of work from young girls or dads," Falsone said, her voice fading behind the loud crack of a bat. "Like, 'Oh, I've got a daughter. We always told her she could never do sports medicine but now she can.' When you start to hear stories like that, you're like, man, that's pretty cool."Her support has been as strong in Buffalo as anywhere. Daemen made her a distinguished alumna in 2009, and this year she's being inducted to Kenmore West's athletic hall of fame. Falsone lives in Los Angeles during the season and Phoenix during the offseason, and while she's a Buffalo girl at heart, the city-to-city travel is one of her favorite parts of her job."The people from Buffalo, it doesn't matter where I go in the country -- if you meet someone from Buffalo, you're like instant friends," she said. "There's just nothing like it and I'm not saying that" just to sound good, she said. "It just is really true."Falsone's mother, Louise, lives in Kenmore."She was kind of like a tomboy," the 70-year-old Louise recalled of her daughter's childhood. "She always said she wanted to work for the Buffalo Bills. She wanted to be a trainer, and I kind of steered her into going toward physical therapy. I said, 'You can do both. You can go the physical therapy route or you can go the athletic trainer route when you have that.'"The fact that she does this sort of work is very rewarding to her, and so she's happy to be doing something she loves -- that makes me, as a mother, happy."Falsone wanted to be a surgeon in high school, but she fell in love with physical therapy at Daemen after her mom suggested pursuing it.She got a job at a clinic in Raleigh, N.C., after graduation and met an athletic trainer there who told her about the University of North Carolina at Chapel Hill's graduate degree, which was essentially a double major in human movement science and sports medicine. She decided to check it out. From that point on, Falsone's path is remarkable and borderline unbelievable. She describes landing her gig with the Dodgers as "absolute happenstance," but it wasn't happenstance that put her in position. It was a move inspired by either courage or craziness, or perhaps a mixture of the two.Falsone was 26 and buried in student loans by the time she had earned her master's from UNC, and she was craving change -- extreme change. She calls it "a weird time in my life."So she did something extreme: She packed up and moved to Phoenix with a friend who was feeling just as weird as she was.Louise, her mother, says of the move: "To me, it seemed like it was the other side of the world, let alone the other side of the country."Another problem: The first month she was there, Falsone wasn't licensed to practice in Arizona and couldn't get a job."I didn't have a job or anything, had never been to Phoenix," Falsone said. "Literally, it said Phoenix City Limits, and we pulled off at the first or second exit. We drove for a little bit and there was an apartment complex right there. We stayed in a hotel the first night, got an apartment the next day and set up bank accounts the day after that."Falsone went west with $800 in her pocket. Then she and her friend, Martha, spent $250 on tickets to a Billy Joel and Elton John concert. (To this day, she'll tell you it was worth it.) Now she can laugh about it."I was like, 'We have no money! We have no money and no jobs and we're spending $250 on concert tickets?' " Falsone said. "But it all worked out."Falsone, however, did need money. Badly. She had no idea her deliverance would start with Nomar Garciaparra.Falsone was reading an article on the former Boston Red Sox star shortstop and saw he trained at Athletes' Performance in Tempe, Ariz. She went to the library to find the location."We didn't have computers," she said.As it turned out, Athletes' Performance was a mere 10 minutes from where she was living in Chandler. Falsone is now close friends with the woman who was the administrative assistant there at the time, but their friendship didn't get off to a fast start when Falsone called inquiring about迷你倉a job."She just basically hung up on me," Falsone said. "She was like, 'We just opened; you're going to have to call back.' I was like, 'I'll fax you my resume,' and she was like, 'We don't have our fax set up.' "So Falsone drove to see the facility in person. She took a tour, started hanging out with the coaches and offered to volunteer daily for free, which she did from June to September, when she was offered a job. During those four months, she worked part-time at an outpatient orthopedic clinic called Physiotherapy to pay her bills and earned just enough money to get by.Athletes' Performance was then a start-up company, and Falsone was hired as the seventh employee. It has since grown to more than 300 employees, and she is the vice president. In 2006, the Dodgers approached Athletes' Performance about forming a partnership. Falsone met the team's then-athletic trainer, Stan Conte (now Los Angeles' vice president of medical services), and started as a consultant. She worked her way up to assisting at 120 of the 162 games per year.Falsone was planning to take a step back from her role with the Dodgers in 2011 and go back to working more at Athletes' Performance when Conte called."They had some changes in the medical staff, and he talked about, 'What would it look like if you were the head athletic trainer? How would that work?' " Falsone said.Of course, she accepted, and the rest is history-making. While Falsone's promotion received nationwide acclaim, some people were dubious.A female trainer in the men's locker room? Isn't that strange?"I hang out in the training room; I don't hang out in the clubhouse," she said. "Obviously I have to go in there at times, but that's where they're showering, that's where they're changing. So if I have to go in there, I do what I need to do and then I get out. Just like they don't walk into the training room naked because they know that's where I am, so there's just a mutual respect there."Bottom line: When an athlete's hurt, they just want to feel better, and if you can help them, they don't care what race or religion you are. They just want to be able to play their sport."Her mother, too, doesn't think it's all that odd."I never really gave that much of a thought, to be honest with you," Louise said. "I kid the guys and say, 'Now remember: She's my child. Look after her.' I do say that."Louise says her daughter was always into sports as a kid, but Falsone laughs when she recalls her athletic experience. She did synchronized swimming from ages 7 to 14. After that?"I played soccer; I was horrible," she said of her time at Kenmore West. "I spent my life in the pool, so I never developed any hand-eye coordination. I never developed any fast-twitch muscle fibers. I was terrible at soccer. I ran track my freshman year. I was super slow. I did the high jump and let my knees drop. I broke my nose."So, with that lack of athletic ability, how does she demonstrate proper form to professional baseball players?"I've got a good air swing, so I can talk to the guys like I look like I know what I'm talking about," she said, smiling. "You can't throw like a girl when you're talking to them, so I've practiced those moves a little bit just to look cool enough to get by."Louise, an Eden native, makes sure she gets to at least four games a year, and she stays with Falsone in Phoenix during spring training. When she isn't at the games, Louise is watching on the MLB Network or on the MLB app on her iPad. She's always looking for her daughter."My mom always is like, 'Why don't they show you more?' " Falsone said. "I'm like, 'Mom, you're the only one in the country watching to see me. I promise.' She's so cute."For Falsone, the hardest part of being away -- aside from missing her mother (her father passed away nine years ago) -- is living without Buffalo food."I think she has one of the pizzerias on her speed dial," Louise said. She isn't kidding."Oh my gosh, the food. Buffalo just has the best food ever," Falsone gushed. "Obviously Duff's -- who doesn't love Duff's? Bocce's Pizza. Mike's Subs, I've got to get a chicken finger sub. Obviously Anderson's, you've got to get a beef on weck."Usually I land in Buffalo for Christmas; I call my mom and tell her I landed; I call Bocce's Pizza; I order half a pepperoni pizza. I get my luggage, get in the car with my mom, pick up the pizza and then we go home and catch up."Falsone wasn't a huge baseball fan growing up, but she did go to a few Bisons games and she's a die-hard Sabres and Bills fan. "It really hasn't wavered," she said of her Buffalo loyalties.Falsone is single and does not have kids. She jokingly adds that she has no plants or animals, either. She has a tough enough time taking care of her 25 boys -- but at the same time, their recovery makes for the best part of her job."The whole reason you do this is to get your athletes back out on the field, so any time you have somebody come off the DL or you're able to get them back on the field, that's a huge reward," Falsone said. "That's why we do it. That's still for me, when a guy comes off the DL and is able to play his sport and be out there and feel good doing it, that's really the best part."As for Matt Kemp? He went on the disabled list the day after that interview and has been there since. With the red-hot Dodgers jockeying for playoff position, they're counting on one of their most valuable members to come through when it matters most -- and Kemp, too.email: amansfield@buffnews.comCopyright: ___ (c)2013 The Buffalo News (Buffalo, N.Y.)
Tattoo parties gain popularity but are illegal, dangerous
Source: The Augusta Chronicle, Ga. Aug. 30--Though a big proponent of tattoos, Derek Van Cleve has ink on his arms that he wasn't initially thrilled with.A frog and a palm tree that he once wore on his right arm have since been covered. Some of Van Cleve's other tattoos, including a parrot and a sunset, also were reworked to conceal the original artwork. For him, the designs serve as permanent reminders of tattoo parties he attended in Florida about a decade ago."They're all covered up but two, and those are going to be covered up soon," said Van Cleve, who is days away from opening his own shop, The Asylum Tattoos and Body Piercing, on Wrightsboro Road.Tattoo parties, which Van Cleve refers to as "practice parties," are just as they sound. A tattoo artist, who might not be licensed, provides body art without regulation and sanitary supervision at parties that often occur inside homes or hotel rooms. They're also illegal."People are smoking and drinking," Van Cleve said. "It's not a good idea at all. In a shop, it's regulated. You're not spreading hepatitis. You're not spreading HIV."The prevalence of social media sites such as Facebook and Twitter, coupled with easy online access for purchasing the necessary equipment and supplies, is making the trend more popular, according to Richmond County health officials and local tattoo artists."It's a lot more frequent now then it used to be," said Kenny McGee, a co-owner of Aces and Eights Tattoo in Augusta. "We constantly fix tattoos from home parties or a buddy doing it at the house. You also occasionally get people coming in trying to buy equipment from you."Chris French, the owner of Lucky 7 Tattoo, said he is frequently approached in his downtown shop to provide tattoo services at a birthday party or other social gatherings. As a licensed artist, French is allowed to operate only at his parlor, and he said he would never risk his reputation or livelihood by breaking the law.French doesn't see the illegal parties as a deterrent to business. If anything, he said, it provides job security because many people, like Van Cleve, are unhappy with the final result.Party-goers should be more concerned about the obvious health risks at such events, said JeWayne Dorsey, an environmental health smini storageecialist at the Richmond County Health Department."Whoever is performing these services, they're performing them without the proper sterilization techniques, and they may not even be knowledgeable themselves of what they're doing," Dorsey said. "A lot of people get into it because they think there's a lot of money involved, so they skip the proper guidelines."The health department has recorded just a handful of tattoo party complaints since the county's stricter body art ordinance went into affect in January 2012. So far, no one has been cited. The penalty for operating without a license is a maximum of a $1,000 fine and 60 days in jail, at the discretion of a magistrate judge.Randy Wishard, the county manager for environmental health, said he would encourage issuing a warning before giving out citiations."I honestly believe there's a lot of ignorance there," said Wishard, adding that tattoo parties often attract the underage crowd who can't get work done legally at a permitted establishment without parental consent.Wishard said his agency receives the bulk of complaints from licensed artists working in the industry, but the information typically comes well after a party is over."They can go out and knock on doors," Wishard said. "That does little except to educate them. It does nothing in prevention."Dorsey said another issue they run into comes when a recipient of a bad tattoo goes to get the work fixed at a professional parlor but is reluctant to give away too much detail."They won't say anything because it's their friend, and they don't want to rat them out," he said. "That's a problem for us also. Our hands are tied. What do we do now?"Still, McGee says that more can be done to prevent the parties from occurring and that plain ignorance shouldn't be excused."We have rules for a reason," said McGee. He said he has called the health department several times to report such occurrences."If it's going to be a level playing field, then it should be a level playing field for everybody," he said. "It's not going away because there are no consequences for it."Copyright: ___ (c)2013 The Augusta Chronicle (Augusta, Ga.) Copper mine draft exploration plan draws thousands of comments
Source: Independent Record, Helena, Mont.存倉Aug. 30--Thousands of people have weighed in on a draft plan for further exploration for a copper mine northeast of White Sulphur Springs, near a tributary to the Smith River. Those who live and work in the community east of the Big Belt Mountains overwhelmingly wrote in support of the ongoing exploration effort by Tintina Alaska Exploration Inc. on the Black Butte Copper Project. They tout the positive economic impacts and the responsive nature of Tintina employees who have been taking core samples at the site for the past few years. So far, Tintina has spent about $18 million in exploration costs.Based on their core samples, Tintina forecasts that what it calls the "Johnny Lee deposit" could produce a single copper concentrate containing an average of 47 million pounds of payable copper metal per year during a 14-year mine life. That translates to 658 million pounds of copper, which at $3 per pound, would have a value of $1.97 billion."The creation of the mine would be a significant step in helping Meagher County become a more sustainable place to work, create business and help struggling businesses," wrote Dallas Rasmussen, vice president of Dutton State Bank, which has an office in White Sulphur Springs. "Tintina Resources has shown that it wants to be an active member of the community by supporting many of the local organizations. Active participation in the repair of the local library and financial support for the local events in the past has proven that Tintina is making a conscious effort to give back to the community."However, others -- including the Alliance for the Wild Rockies, Trout Unlimited, theMontana Environmental Information Center, the Upper Missouri Waterkeeper and numerous private parties -- wrote that the Draft Environmental Assessment created to look into impacts of creating a long ramp to explore the underground holdings is incomplete and that the commenting process was unwieldy. They fear that the exploration work will drop water levels in Sheep Creek, which flows into the Smith River, and possibly send acid mine runoff into the popular fishery."The Draft EA for the proposed action is rife with data gaps and depends too heavily on still-to-be-specified details regarding water and waste rock chemistry, water treatment, soil characterization and operational commitments," Bruce Farling, the executive director for Montana Trout Unlimited, wrote. "We believe the EA should be pulled back and that the agency must require additional information and perform more complete analysis while disclosing the results in a thorough Environmental Impact Statement. This EA is simply too inadequate to provide confidence to the public that the proposed action will not result in significant impacts."In addition, Montana Fish, Wildlife and Parks questions the assertion made by the state Department of Environmental Quality in the Draft EA that Tintina's proposed dewatering activities during exploration operations won't have a significant impact on Sheep Creek. The state agency also notes their studies have shown that 42 percent of tagged rainbow trout in the Smith River spawn in tributaries, with the Sheep Creek drainage account迷你倉ng for 55 percent of that tributary spawning."Our most fundamental concern with the Draft EA relates to the removal of surface water and fishery resources from further study," FWP Director Jeff Hagener wrote. "... We believe the Final EA should be expanded to encompass these resource categories, including monitoring, standards and mitigation that should be required in the Amended Exploration Permit."The DEQ released the Draft EA in July and put it out for a 45-day comment period. In the draft, DEQ said staff had determined that Tintina will be able to mitigate any possible impacts from its ongoing exploration at the Black Butte Mine. That includes the possibility that about 20 to 30 percent of the rocks removed could generate acid runoff, which is created when sulfide materials in waste rock react with water and oxygen to produce sulfuric acid. The Draft EA only looks at Tintina's application for a permit for a "decline," which will let it get a better look at whether it's economically feasible to mine for copper there. Basically, the decline is a 5,200-foot-long ramp that goes underground. It will be 18-feet high and 18-feet wide on about 12,000 acres of public and private lands along Highway 89.Tintina would be allowed to pull out 10,000 tons of rock for bulk sampling for metallurgical testing if the permit is issued. In the 60-page draft document, Tintina proposes putting the underground materials it hauls out of the decline into two piles lined with a thick, non-permeable barrier. The "PAG" pile is of Potential Acid Generating materials, and is estimated to include about 30 percent of the rock. The remaining materials go into the "NAG" pile, which is the Non-Acid Generating rock.Water that falls on the rocks will be collected and treated if necessary. The PAG pond would have the capacity to store 1.9 million gallons of water, while the NAG pond would have a 4.1 million gallon capacity. If Tintina decides that it's not feasible to develop the copper mine, the company will put the PAG rocks back into the decline, cover it with a concrete barrier, then put the other rocks on top of that and reclaim the site. McCullough said that burying the PAG will halt the creation of acid runoff.About 4,500 people submitted comments on the mine, noted Lisa Peterson, a DEQ spokesperson."That's a lot of comments for a Draft EA," she said. "A lot are form letters but even so we have to go through them individually. I know for our staff right now one of their top priorities is getting through all the comments, analyzing them and looking at issues that may need more consideration."She theorized that the interest could come from the state dealing with previous pollution from historic copper mining operations, like the Berkeley Pit in Butte, or because the Black Butte Copper Project is proposed near a tributary to the Smith River."Obviously this is a project with high public interest, and we are treating it that way," Peterson said.Reporter Eve Byron: 447-4076 or eve.byron@helenair.com. Are you going to the Utah State Fair
Source: Standard-Examiner, Ogden, UtahAug. 30--Let's face it. If you spend much time with Utah State Fair food -- funnel cakes stuffed with fruit and cream, deep-fried whatnots, fresh golden corn dripping with butter -- you'll need to shake a tail feather to burn off a few calories. You don't even have to leave the fair to do it, with lots of entertainment events to watch and even participate in this year. There are a lot of new additions this year, including a newly opened TRAX line to make getting there a parking-free cinch. And then there is the new interactive aspect on the Grandstand stage, said Jeff Kooring, the fair's director of sales and marketing."Concerts are fun, and we have some good ones," Kooring said, "but it is also nice to get a little more involved."One such act will be American Pickers, the gang from the History Channel show who find treasures in the strangest places. The Pickers are at the fair on Sept. 7."Audience members will have to register in advance, and then they can bring their trash or treasure for inspection," said Kooring. "The guys will take a look, and if they like it, they'll try to buy it."Another interactive show coming to the Grandstand is "The Price Is Right" Live, on Sept. 12."Just like the TV show, certain audience members will be chosen to come on down and play the game," said Kooring. "There are prizes, even a car."On Sept. 14, the Grandstand turns into a sand dune when Kahuna Beach Party, a Denver-based Beach Boys tribute, takes the stage -- twice."There will be dancing and a surfboard contest and other events for people to enjoy. This is one we are hoping will become an annual event if all goes well."The fairgrounds entertainment also includes two new events this year -- one showing skills and strength, and one purely whimsical."We are having the Paul Bunyan Lumberjack Show," said Kooring. "That will be really cool -- log-rolling, tree-chopping and climbing. It is a big one, and I think people will be fascinated. We also have the Great American Duck Race. These are live ducks that race down water courses."As for musical acts, Kooring said, organizers went with a diverse mix. For many years, Fiesta Mexicana, an organization outside the festival, presented on the festival's final Sunday. The group has left the fair this year to present its own event, said Kooring.新蒲崗迷你倉nstead, as the closer, the fair brings Ramon Ayala, known as the King of the Accordion in Norteno and Conjunto music circles."We will always book at least one Latin act, because we love that element. Ramon is huge and we expect that one to sell out, so get tickets now if you want to see him."Another twist, also with a Latin element, is Caleb Chapman's Crescent Super Band, with international Latin star Poncho Sanchez. Kooring hopes to draw people who might not normally attend the fair with that show -- but he hopes they'll stay for more than music."I guess my real question is, what do people need from the fair? We do have these new events, but is that what they need? When we ask them straight out, it is usually about crazy food, animals and rides. I have to agree -- when I go to the fair, I really like to see a great big pig, or eat a deep-fried Snicker, or play games."Grandstand acts* 7:30 p.m. Sept. 5 -- Plain White T's, $20/advance $26/day of* 7:30 p.m. Sept. 6 -- Amy Grant, $24/advance, $29/day of* 7:30 p.m. Sept. 7 -- American Pickers, "Treasure or Trash," free with fair admission* 7:30 p.m. Sept. 8 -- Love and Theft, free with fair admission* 7:30 p.m. Sept. 9 -- Bridgit Mendler, $22/advance, $27/day of* 7:30 p.m. Sept. 10 -- .38 Special, $22/advance, $27/day of* 7:30 p.m. Sept. 11 -- Caleb Chapman's Crescent Super Band, with Poncho Sanchez, free with fair admission* 5 p.m. Sept. 12 -- "The Price Is Right" Live, $22-$37/advance, $27-$42/day of* 7 p.m. Sept. 13 -- Texaco Country Showdown state finals, free with fair admission.* 3 p.m. and 7 p.m. Sept. 14 -- Kahuna Beach Party, $15/adults, children 12 and under admitted free with fair admission.* 7:30 p.m. Sept. 15 -- Ramon Ayala, $22/advance, $27/day of.For further detail, go to .utahstatefair.com.PREVIEW* WHAT: Utah State Fair* WHEN: 10 a.m.-10 p.m., Sept. 5-15, extended to 11 p.m. on Fridays and Saturdays* WHERE: Utah State Fairpark, 155 N. 1000 West, Salt Lake City* TICKETS: $10, $7/age 62 and older and 6 to 12, free/age 5 and younger. The Baltimore Sun Jacques Kelly column
Source: The Baltimore SunAug. 30--I put a question to one of Southeast Baltimore's busiest restaurateurs: What is the secret behind the steady growth of so many Latino restaurants flourishing along the old commercial corridor in Highlandtown?"People are looking for portions, price and quality," said Carlos Cruz, the owner of Carlos O'Charleys, a place that now qualifies as an Eastern Avenue Latin-American institution.Diners are likely looking for a comfortable place to do this, in a traditional neighborhood that, well, looks very Baltimore. I'll nominate Eastern Avenue in Highlandtown as one of Baltimore's undisputed recovery acts. It ranks up there with Hampden's 36th Street and Hamilton-Lauraville's Harford Road as a place that has built on newly found strengths. And I'll bet these customers divide into two camps -- those who want the foods they knew at their native homes and those, like me, who are curious and heard that Highlandtown was the place to get the authentic thing, at an affordable Baltimore price.Cruz came to the states from his native El Salvador when he was 14 to get away from the civil war. Now 51, he was called in to help out at Tex Mex Grille in Harborplace, where he met Orioles players. This led to many Orioles friendships and, as one of his current jobs, he helps feed the Orioles in the clubhouse. He retains his Orioles ties but branched into the burgeoning Highlandtown Latino community seven years ago.My mouth was watering for some of the Peruvian roasted chicken that people have been whispering about. And since I can no longer get sweetbreads at Marconi's, I thought, why not also try a roasted beef heart as a kebab?A few weeks ago, Cruz and his partner, William Coronado, opened another location, a restaurant that I'll translate as Aunt Julia's or La Tia Julia, which is a chicken place or polleria. I'd heard this was the place for the roasted chicken. This is a Peruvian establishment (3821 Eastern Ave.), and it hopes to serve South American customers, along with the rest of us. Even though it opened earlier this month, I saw迷你倉that its menu was attracting the Central and South American families who are such a part of the Highlandtown revitalization agenda."We are educating people as well as feeding them," Cruz said of his mission as food ambassador. So in the next few minutes, I got a food education from the extended Coronado family, including William's sister, Karina Santiago, and his chef and cousin, Martin Vidal, who came to Baltimore from Lima. I learned the extended family lives in nearby Dundalk and the men often do construction and carpentry as well as cooking. The real Tia Julia is William Coronado's grandmother, who died some years ago. She was known throughout her Lima neighborhood for her cooking and her way with spices. She was everyone's Auntie Julia. I thought to myself, what better way to have a family-centric restaurant than to name it after grandma.I spoke at length with Chris Ryer, director of the Southeast Development Corp. We discussed that Aunt Julia's is doing a good job of serving the people who are already familiar with its food and understand its menu. Those of us who did not grow up with its offerings will have a hard time fathoming some of the delicious dishes.Ryer suggested that Southeast Development get a bilingual staff member to write descriptive paragraphs for the restaurants in the area, which could help those of us who are unfamiliar with Peruvian dishes.I am food adventurous. I like to point and await the consequences. My finger touched a picture on the Tia Julia menu. What arrived was surprising, a ceviche -- a powerful lime soup laced with fresh fish and milk, served as a drink in a glass, garnished with toasted Peruvian style corn, whose kernels are much larger than ours. (A little secret: As a rule, I am not a fish eater. I made an exception and loved it.) I was told people order it to cure hangovers."Things are changing," Cruz told me. "And we'll see a better Highlandtown."jacques.kelly@baltsun.comCopyright: ___ (c)2013 The Baltimore Sun Visit The Baltimore Sun at .baltimoresun.com Distributed by MCT Information Services自存倉
Biggs' 10 thoughts on Bears roster, cuts
Source: Chicago TribuneAug. 30--Ten thoughts after the Chicago Bears closed out the preseason Thursday night with an 18-16 loss to the Cleveland Browns, setting up a lot of decisions that need to be made beginning Friday at Halas Hall.1. Let's play roster bingo to begin the column today. The Bears will likely make announcements on most or all of their roster cuts to reach the 53-man roster on Friday. So these projections could look silly in a matter of hours but the picture has cleared up somewhat in the last week and took more focus during the game as the team held 38 players out of action. Here are my projections for the offense:Quarterback (2): Jay Cutler, Josh McCownComment: With less than two weeks of full practices to prepare, Jordan Palmer and Trent Edwards both looked solid as No. 3 options against Cleveland. Some penalties held Palmer back and Edwards had an interception returned for a touchdown that wasn't his fault as the ball went through the hands of tight end Fendi Onobun. Either one could help the team in a pinch this season. But my hunch is the Bears opt for a practice squad addition and as I reported Thursday night, five quarterbacks were put through a tryout on Tuesday -- Jordan Rodgers, the younger brother of Green Bay's Aaron Rodgers, Jerrod Johnson, Alex Carder, Jimmy Coy and Clay Belton.Running back (3): Matt Forte, Michael Bush, Armando AllenComment: This is a tough call at the No. 3 position and it could easily go to Michael Ford, the undrafted free agent from LSU. But Allen is back from the hamstring injury he suffered. He has a better understanding of blitz pickup assignments and a running back isn't going to get on the field if he doesn't have that down. Allen is more experienced on special teams coverage units too. Ford is a physical runner and looked to be picking things up. This looks like a tough decision.Fullback (1): Tony FiammettaComment: The Bears held him out of the game and that is a good sign he'll have a spot after the dust settles. Keeping a true fullback adds another dimension for the offense, particularly in the red zone.Wide receivers (6): Brandon Marshall, Alshon Jeffery, Earl Bennett, Marquess Wilson, Joe Anderson, Eric WeemsComment: I don't believe the Bears are working to trade Bennett, who general manager Phil Emery said during the WBBM-AM 780 broadcast Thursday night could return next week from his concussion. That would be good news for the offense because he was expected to make some solid contributions this season. What's interesting is Wilson has more or less vaulted into Bennett's spot while he's been out and it is clear the team wants to take some time developing the 20-year-old, who was a seventh-round pick from Washington State. He might have been a longshot when training camp opens but he sticks here. I don't think Anderson is a lock. He did not shine in the summer quite like he did in spring but the guess is he sticks.Tight ends (3): Martellus Bennett, Steve Maneri, Kyle AdamsComment: Fendi Onobun got about every imaginable opportunity to make the squad and there is no denying his athletic prowess. But the longer he was on the field the more apparent it was that football is not instinctive to him at this point. He's got a different skill set that would set him apart from these other players, but he's too inconsistent to be trusted, he can't be put on the field in a regular-season game. If that's the case it would be difficult to justify a roster spot. Onobun has practice squad eligibility. Adams has been prone to some injuries. Keep an eye on this position because it is one the team could supplement after final cuts.Offensive line (8): Jermon Bushrod, Matt Slauson, Roberto Garza, Kyle Long, Jordan Mills, James Brown, Eben Britton, Jonathan ScottComment: Scott is the one I cannot be certain about because of his right knee. He says it continues to improve and he's coming up on being three weeks removed from the arthroscopic surgery. He's got a small base salary guarantee in his contract and that might weigh in the decision a little bit. Plus, they like him when he is healthy and he's probably not injured enough for the coaches to want to keep J'Marcus Webb around. Britton can play guard and tackle, preferably on the right side. One interesting guy to keep an eye on is reserve center Taylor Boggs, who played a ton after the first preseason game. He's an undrafted guy that I will have more on below, and he has an interesting story. The take here is they bring him back on the practice squad.2. Here are my projections (a nice way of saying guesses) for the roster on defense and special teams.Defensive end (5): Julius Peppers, Corey Wootton, Shea McClellin, Cheta Ozougwu, Cornelius WashingtonComment: The top three will define the rotation and Ozougwu sticks because he has raw pass-rushing talent. You just wish he was a little bigger than 6-foot-2, 255 pounds, which might be generous listings. Washington is physically a beast at 6-foot-4, 265 pounds. Remember him flying downfield on Michael Ford's 100-yard kickoff return against the Chargers? But his athletic ability didn't often translate into great play at Georgia. He's a sixth-round pick and the guess is he gets to stick around and see if he can develop a little but I'm a little uncertain on his status.Defensive tackle (5): Henry Melton, Stephen Paea, Nate Collins, Aston Whiteside, Zach MinterComment: The first three are locks and after that this is just a guess. Whiteside has some versatility and a little bit of pass rush ability on the inside. He was used as an end last year. Minter is explosive and plays with a high motor even if he might be better suited for the practice squad. Corvey Irvin has been out with a sprained left ankle. If he's coming back next week, maybe he nudges one of these guys aside.Linebacker (6): Jon Bostic, Lance Briggs, James Anderson, D.J. Williams, Blake Costanzo, Khaseem GreeneComment: J.T. Thomas played well on special teams all preseason talking to some scouts around the league. But I think it's hard to find a home for him here unless one of the defensive linemen is let go. That would give special teams coordinator Joe DeCamillis some added depth.Cornerback (6): Charles Tillman, Tim Jennings, Isaiah Frey, Zack Bowman, Sherrick McManis, C.J. WilsonComment: It looked like Wilson was further ahead of another undrafted rookie free agent, Demontre Hurst, throughout preseason. Then, Hurst showed up against the Browns and led the defense with seven tackles, made an interception and forced Brian Hoyer into an intentional grounding penalty. It was a big game for him and more on him in a little bit. But Wilson also played well throughout preseason and in a narrow decision, I think Wilson's superior speed might put him over the top. McManis isn't a lock but he's got high value on special teams. Hurst would be a prime candidate to return to the practice squad if let go. It's also possible only five cornerbacks are retained but with aging veterans some youth in the pipeline would help especially if Emery can find a player that can develop like Frey has since a year ago.Safety (4): Chris Conte, Major Wright, Craig Steltz, Anthony WaltersComment: It's hard to see a way in which Brandon Hardin, the third-round pick from a year ago, makes it through final cuts. He's a great athlete and a hard worker but he doesn't seem instinctive and he's stiff in the defensive backfield. This is a position where the Bears may be scanning the waiver wire according to one source. So, stay tuned. Walters has been solid on special teams.Special teams (4): Robbie Gould, Adam Podlesh, Pat Mannelly, Devin HesterComment: Reports of the demise of Hester since the end of last season were at least somewhat exaggerated. He's going to have a place on the roster. Brandon Hartson looks like a solid long snapper and a name to keep in mind in the future with Mannelly entering his 16th season. It just seems like Mannelly will be able to snap forever.3. Who will serve as the backup to center Roberto Garza is an interesting question. That job has primarily belonged to Edwin Williams the last few seasons but he looks like he could be one of the final cuts. The guy who has gotten the most work since Week 2 of preseason is Taylor Boggs, an undrafted free agent from Humboldt State. Boggs got most of the work after Garza against the Chargers and all the work in the second half last week at Oakland. He played the entire game Thursday against the Browns. So, there is something about Boggs that offensive coordinator Aaron Kromer likes. Kromer helped develop Brian de la Puente into a solid center in New Orleans after de la Puente had bounced around five different organizations, including two stops with the 49ers.But the most realistic option to begin the season is probably left guard Matt Slauson, who served as the primary backup to Nick Mangold the previous two seasons with the Jets."I've done it before," said Slauson, who did finish some games at center in New York. "If they want me to go do that role, I'll do that. It's just something if you are going to be in that position it is nice to know ahead of time. Playing center is a much different position. You have to know all of the adjustments and make sure you are getting snaps throughout the week so you are comfortable with it."I don't know how anything is going to shake out. We'll see how that goes."Boggs came out of school in 2011 and was with the Jets as an undrafted free agent when he suffered a torn ACL during the first week of training camp. The move put him on the shelf and when he could return to football work, he hooked up with LeCharles Bentley, training with the former Pro Bowl player in Cleveland and then in Arizona after Bentley shifted his operation to Scottsdale, Ariz."I just kept training and training with LeCharles," Boggs said. "I've been working out with Charles every day, except for Sundays, since I had my ACL surgery. I missed a week. I finally got a workout with the Bears."As Boggs tells it, Bentley put in a phone call to Dwayne Joseph, the Bears' associate director of pro personnel. Joseph was able to get Boggs a look with the team and he's quietly developed, maybe to the point that he sticks around and gets to learn some more. It helped that Bentley facilitated the deal because Boggs serves as his own agent."I feel like I have progressed and that is kind of easy to do when you have someone like Roberto Garza, Edwin Williams, Matt Slauson and Eben (Britton) all in your ear the whole time," Boggs said. "But I am still far from where I need to be."Is his goal to stick around on the practice squad?"I'd be embarrassed to even say my goals but I am approaching every day trying to get better," he said. "Ultimately, I want to make this team."4. Demontre Hurst played well and looks pretty instinctive in the nickel role even迷你倉價錢though that is a position he rarely played at Oklahoma where he was a three-year starter after beginning his career as a standout on special teams. He's done at least enough to land somewhere on a practice squad, maybe with the Bears, and was savvy enough to know everyone will be watching the game film. He made a game-high seven tackles with an interception and he forced an intentional grounding penalty."I feel like I went out there and took advantage of all the opportunities I had," Hurst said. "I was in great position to make a lot of plays and I did. Hopefully, I raised some eyes in the front office playing the whole game. I just went out there and had fun, balled out and did what they told me."Whether I am here ... hopefully I raised some eyes around the other 31 teams. It was a true blessing to be able to go out there and play."He called the move inside to the nickel position in the spring a transition. He was third until Kelvin Hayden suffered a torn hamstring four weeks ago."Learning behind Kelvin and (Isaiah) Frey, it's great competition right there," Hurst said. "I just tried to take advantage of everything I had."5. One of the storylines for first-round draft pick Kyle Long when he arrived at training camp was that he had missed the entire offseason program because of Oregon's academic calendar. That amounted to 13 practices -- 10 OTA dates and three minicamp practices, as well as the days when players were allowed classroom instruction and drills on the field. Is he caught up now that he's slated to start the season opener at right guard on Sept. 8 against the Bengals?"I am still making progress," Long said. "You ask (center Roberto) Garza and there is still stuff every day he has to go over with me, five, six, seven times that, had I been here for the offseason program, I probably would have it hammered away by now. So there is always progress to be made whether mentally or physically and I am just keep trying to get better every day."Long was rested during the game, a sign he'll be the starter. Was he pleased to get a night off?"I was happy because all these guys got to get a ton of reps," he said. "For the amount of reps we get on a week-to-week basis, we knew the importance of this game coming in. We wanted to see the depth of our team and that kind of stuff so it was a great opportunity for all of these guys."For a rookie, he is mighty polished when it comes to answering questions. His family's background in the game has to have a lot to do with it. More on Long's former hardball career in a little bit.6. Jordan Palmer would love to eat a pair of airline tickets he and his wife Dottie have for a European vacation beginning next week. That's how much he was thinking about playing football this season. But the journeyman quarterback showed well in the preseason finale and will be part of the discussion for final cuts."I have a business back home, a full-time job. I coach kids," Palmer said. "Ironically, this is how much I thought I'd be playing ball, my wife and I played to be in Europe next week. I'd love to cancel that trip. If I go home, I'll continue to stay in shape."If Palmer is at home, the Bears could call on him again this season. They added Josh McCown in November last season after Jay Cutler missed a week with a concussion. Palmer had to step into a situation in Jacksonville last season."You'd be surprised," he said when I asked him how quickly he could pick up the offense again. "Not very long at all. I've been here for eight days (of practice) and I feel good. So, now that I've got this, to leave and come back it would be easier. Obviously, we didn't run all of the complex stuff we've been running but it would be easy to come back in and play."7. Fendi Onobun is a likeable guy but as raw as he is right now it's difficult to see how the Bears can commit a roster spot to him. It's not out of the realm of possibilities here but does anyone think Jay Cutler will throw him the ball in the regular season even if Onobun is streaking down the field wide open?He played the entire game against the Browns and you saw some good, some bad and a little ugly. It was all over the board and that is what you get with inconsistent, raw players. Flashes of great athleticism and then plays that make you cringe."It was definitely the most football I've played in my life," he said. "I had a good time. I felt throughout the game I progressed. The thing with me is continue to play the game, continue to play the game, the more I play the more comfortable I get. Like I said, it was the most football I played in my life. I started off a little rough, but showed some resiliency and was able to make some plays and get a feel for the game."What would it mean to him if he made the club after bouncing around the NFL since the Rams drafted him in the sixth round in 2010?"It would be an absolute blessing," he said. "An amazing story. I'm 26 years old and didn't start playing (the game) until I was 23. Just learning the process, learning the game, learning how to read defenses, learning how to run routes, it's really different for me. But, it would be an absolute blessing for me. Whatever happens (Friday), I know I gave it my all."I'll say this much: I can't recall a player that has been pushed this much by the organization in a while, a guy everyone has been pulling for to make it. Maybe the journey continues on the practice squad.8. Got an e-mail from Benji Lawson of Ravenna, Ohio, wondering about the roster status of offensive tackle J'Marcus Webb: "Don't players who accept pay cuts ensure themselves a spot on the roster in the process? Is this the case with J'Marcus Webb? Did he buy himself a roster spot, in effect, by agreeing to the pay cut?"That's a good question and there isn't a blanket answer that will cover all cases. I've spoken to personnel folks with the Bears in the past who have said that usually -- not always -- is the case. Webb agreed to reduce his base salary from $1.323 million to $630,000 with the opportunity to earn back the difference in playing time incentives. Another personnel man I called in a different city on Thursday said he's only cut a player once after asking him to take a pay cut but added he's not averse to doing it.In this specific situation, I don't believe Webb secured his future by accepting the base salary reduction. The team was pressed for cap space -- it had less than $1 million in room -- when the move was made. My hunch, and it's just a hunch, is Webb will be. Maybe I'm looking at this from the wrong angle but that's how I handicap it.9. Kyle Long has been busy playing catch-up since training camp opened. Now, White Sox pitching coach Don Cooper would love to see Long play a little catch.Long, of course, was a 23rd-round pick of the Sox in 2008, five years before the Bears made him a first-round selection. The 6-6, 313-pounder was a left-handed pitcher."I'm inviting him to come out now and have a sideline," Cooper said Thursday morning on the Mully & Hanley Show on WSCR-AM 670 "If he'd like to have a bullpen, I would love to watch him. It's interesting, wow, what a talented guy. He's at the NFL level, playing at the top level in football and he was good enough to possibly get a chance to pitch? I'm open if this guy can come in and throw some cheddar down late in the game. What kind of fastball does he got?"Cooper needs only to call Doug Laumann, the scouting director for the Sox, who told the Tribune's Mark Gonzales that Long had as much raw power on the pitching mound as any prospect he's ever seen."He was physically a man amongst boys that summer before his senior year (in high school)," Laumann said. "He threw 95-96 (mph) from the left side off the mound and showed as much raw power as I had ever seen."10. For a game that was contested almost entirely by backups and players that will be released in the coming hours, only three NFL scouts were present. The Bengals, Dolphins and Raiders were represented in the press box. The Bears play Cincinnati in the opener and the Browns play Miami in Week 1. No team had a scout at all four Bears' preseason games unless you count Cleveland, which attended the first three and then played the Bears.10 a. Good news for Earl Bennett when general manager Phil Emery told WBBM-AM 780 that he is optimistic the wide receiver will be cleared to return this coming week. Trading Bennett doesn't make sense from the standpoint that there isn't a clear replacement on the roster. It would also be difficult given his concussion situation. Cutting Bennett, who is set to earn $2.25 million, would clear a little room but to use it on what?10 b. It was a positive sign when Marquess Wilson sat out the game and Marc Trestman talked about him being next up in Bennett's position. How did Wilson feel?"You never know what the decision is," he said. "I'll just wait and see like everybody else. I feel like I did (enough to make the team), but in the coaches' eyes they could always ask for something else from a player. It's up in the air what the decision may be."No, it looks like Wilson is in good shape.10 c. Bears players throughout the locker room are thrilled to be working with Joe DeCamillis and the new special teams coordinator has inherited a strong situation with a tradition of success. His predecessor Dave Toub is excelling in Kansas City although preseason statistics are just that -- they're numbers that don't matter in the regular season.Still, consider the Chiefs averaged 38.9 yards on kickoff returns in preseason with a 109-yard touchdown by Knile Davis and a 104-yard touchdown by Quintin Demps. Kansas City also averaged 15.2 yards on punt returns as Dexter McCluster had a 55-yard return and Devon Wylie (52) and Frankie Hammond (36) also added long returns. So, it was a wide variety of personnel."I know the type of coach is. I am not surprised," Bears returner Devin Hester said. "He has a point to prove right now with a new team so he is shooting all of his guns right now. That is why I say he is out right now to solidify himself as one of the greatest special teams coaches ever."The guess here is Toub isn't showing all of his stuff. No good coach does in preseason.10 d. The Bears had nine interceptions in preseason by nine different players.10 e. Hat tip to Browns coach Rob Chudzinski for calling a two-point conversion in the game not once but twice to ensure there was no overtime scenario. Both Lovie Smith and Dick Jauron made mistake of guiding Bears into overtime preseason games in the past.10 f. CBS is sending its top crew to Soldier Field for the season opener. Jim Nantz and Phil Simms will work the Bengals game on Sept. 8.bmbiggs@tribune.comTwitter @BradBiggsCopyright: ___ (c)2013 the Chicago Tribune Visit the Chicago Tribune at .chicagotribune.com Distributed by MCT Information Services迷你倉
On the road again: Busy Labor Day weekend expected on roadways
Source: The Lima News, OhioAug. 31--LIMA -- People across America are taking advantage of the symbolic end of the summer, dedicated to celebrating the efforts of the nation's almost 156 million-strong workforce. Labor Day is the last chance for many to break out the barbecues, start watching football and enjoy the fruits of their work without having to return to it Monday. Many Americans will forgo the barbecue, looking to hit the road for that last summer getaway. Local law enforcement reminds motorists to drive safely with the increased traffic this weekend, with plans to be out in force on area roadways to enforce impaired driving laws.According to the Ohio State Highway Patrol, the state is on pace to set a record low in traffic fatalities, a trend the Patrol superintendent would like to see continue."With everyone's commitment to ensuring a safe Labor Day weekend, there is no reason why Ohio can't achieve fewer than 1,000 traffic fatalities in 2013," patrol Col. Paul A. Pride said in a statement.Ohio's previous record low was 1,014 traffic deaths, set in 2011. Ohio's confirmed number of traffic deaths this year is 568, with an additional 35 unconfirmed deaths, totaling 603. Last year at this time, there were 649 deaths on Ohio's roadways.During Labor Day weekend last year, 14 people died on the road, five of them involving an impaired driver. The Ohio Department of Transportation also reported that during that weekend, there were 185 alcohol-related crashes with 107 injuries, emphasizing the importance of staying sober on the road.ODOT, the Ohio Department of Public Safety, the Ohio State Highway Patrol and the Allen County Sheriff's Office are participating in the nationwide "Drive Sober or Get Pulled Over" campaign to educate and encourage the public to take appropriate measures to prevent impaired driving. As well as avoiding impaired driving, drivers a迷你倉e encouraged to take extra care on the roads, as they will be more congested. According to AAA, approximately 29 million Americans will hit the road this weekend, including 1.3 million Ohioans. That is a 4.2 percent increase from Labor Day traffic last year.A contributing factor for this increase is the lower cost of fuel. A report from AAA noted the average price for gas nationwide last Labor Day weekend was $3.83 per gallon, the most expensive average ever for that weekend. This year, AAA reported the current price for gas in Ohio averaged $3.64 per gallon, an almost 20-cent drop from a year ago.Despite the downward trend in fuel costs, many local drivers had no plans to travel this weekend."I haven't seen much of an increase in customers for this weekend," said Kimberly Schaper, a gas station attendant at Murphy USA in Lima. "Honestly, we had more customers here for what was going on at the fairgrounds the last couple of weeks. Plus, the construction has been keeping some people away."That construction around I-75 is still causing many delays around state Route 309, but ODOT announced that no lane closures will occur throughout the project area between today and Labor Day.That, along with state Route 309 east of I-75 opening two lane traffic in both directions, should help steady the flow of traffic in that area. The interstate will also maintain two lanes of traffic in each direction from just south of Fourth Street to state Route 81.This holiday weekend will look different for many in the area. While some may join the millions of Americans looking for a change of scenery this weekend, many still want to avoid the congestion, the construction, and the consternation at the pumps. For them, the barbecue awaits.Copyright: ___ (c)2013 The Lima News (Lima, Ohio) Visit The Lima News (Lima, Ohio) at .limaohio.com Distributed by MCT Information Services自存倉

Everbright slapped with record fine
China’s market regulator yesterday fined Everbright Securities a record 523.存倉3 million yuan (US$85 million) and banned four executives from the industry for life for a trading error that rocked its stock market earlier this month. The penalty levied on the brokerage is the largest ever issued by the China Securities Regulatory Commission.A “design defect” in Everbright’s proprietary trading system briefly sent the Shanghai benchmark stock index soaring more than 5 percent on August 16.The CSRC found the brokerage committed a number of legal and regulatory violations, including insider trading, as a result of the incident. The watchdog confiscated the 87.21 million yuan illegal profits the company made from hedge trades. The record fine was five times the profits it made from the unfair transactions, the commission said at a media briefing after the market closed yesterday.A glitch in Everbright’s system for proprietary trading triggered a deluge of orders that caused a wild movement in the Shanghai stock market on August 16, with the key composite index rocketing up to 5.9 percent in two minutes. Everbright went on to sell 1.85 billion yuan of shares through exchange-traded funds and opened 7,130 lots of short positions in the stock-index future market. The CSRC said there was no market manipulation because the crisis was caused by design flaws in the trading system, but Everbright was charged with insider trading because hedge trades were made before it disclosed the trading glitch to the public. The CSRC also barred Everbright from proprietary business without specifying when the ban will be lifted, and suspended approval of new businesses for the brokerage.“The abnormal trade by Everbright, the first of its kind since the establishment of China’s capital mark迷你倉t, is an extreme incident that had significant negative impact on the market,” the CSRC said.Xu Haoming, who resigned as the company’s president and director after the trading glitch, was fined 600,000 yuan and was banned for life from holding any positions in the securities market, the CSRC said.Three other senior executives, including Yang Jianbo, who was in charge of Everbright’s strategic investment department, were also banned from the securities and future markets for life.Mei Jian, secretary to the Everbright’s board of directors, was fined 200,000 yuan for misleading investors by denying that a fat-finger trade had occurred.Market watchers said the record penalty indicated the regulator’s efforts to crack down on market irregularities, and hoped it would improve market environment.“The severe punishment is a warning to the brokerage industry and would prompt securities firms to be cautious in their business dealings, while strengthening their risk control mechanism,” said Zhang Qi, an analyst with Haitong Securities. The CSRC also said investors who had suffered losses can file lawsuits and claim compensation from the brokerage. But Zang Xiaoli of Beijing-based Yingke Law Firm said it would be difficult for investors to claim any compensation because of the imperfect legal system.China Financial Futures Exchange has barred Everbright from opening new stock-index futures positions and the National Association of Financial Market Institutional Investors, a watchdog of China’s inter-bank market, has also banned Everbright from underwriting for bond financing of non-financial companies.Everbright shares have slumped 11.7 percent since the trading glitch and a total of 7 billion yuan has been wiped out from the brokerage’s market capitalization.
Federal tax decision celebrated by same-sex couples in Oklahoma
Source: Tulsa World, Okla. Aug. 30--Just thinking of checking "married" on his tax form had Tulsa certified public accountant Kelly Kirby forming tears of joy.The past president of Oklahomans for Equality on Thursday began reviewing his own past filings as well as those of his married same-sex clients. The Internal Revenue Service and U.S. Department of Treasury announced legally married same-sex couples will be treated the same as straight married couples for federal tax purposes, regardless of where they live. However, Oklahoma does not recognize same-sex marriage and requires status on federal tax forms be the same on state forms.Kirby married his spouse in 2008 in California, and this change means he will file a joint federal tax return for the first time."Personally, I'm thrilled," Kirby said. "I just feel recognized and less like a second-class citizen. This is something I wrestled with for years as I realized this is me. It seems a very clear and bright line on the federal government's decision."In addition to the tax revisions, the U.S. Department of Health and Human Services also announced changes in its access to Medicare-funded nursing homes. These are among the first guidelines released by the federal government since the U.S. Supreme Court struck down a section of the Defense of Marriage Act in June. The White House advised all executive departments to work with the U.S. Justice Department to revise its policies for compliance with the Supreme Court decision. It is unclear how the Oklahoma Tax Commission or lawmakers will respond."We are going to have to make a decision how we are going to proceed with it," Kirby said.Tax Commission spokeswoman Paula Ross said the agency received the information late Thursday afternoon."We've not yet had an opportunity to review it," Ross said. "We are completing a full review about the filing status and other questions this may pose. We want to make sure we get the correct information so people will know what to do when they file."Any changes in the state tax code would most likely need to be passed in the Legislature.Other states, including Massachusetts and New York, created procedures for married same-sex couples to file taxes in a way complying with the differing federal and state laws, Kirby said."Today's ruling provides certainty and clear, coherent tax filing guidance for all legally married same-sex couples nationwide. It provides access to benefits, responsibilities and protections under federal tax law that all Americans deserve," said Secretary Jacob J. Lew in a prepared statement."This ruling also assures legally married same-sex couples that they can move freely throughout the country knowing that their federal filing status will not change."Toby Jenkins, executive director of Oklahomans for Equality, said the nonprofit applauds the federal government announcements."We consider this a positive迷你倉step and further fallout from the disappearance of DOMA," Jenkins said. "We're telling it goodbye and good riddance. Now what tax attorneys, CPAs and tax partners in Oklahoma need to do is decide if they will allow Oklahoma couples to file joint state income taxes."Jenkins said at least 800 same-sex couples in Oklahoma have been legally married out of state."When the Supreme Court handed down those decisions in June, it finally answered the age-old question of whether same-sex couples would be treated equally," Jenkins said. "It left 100 questions for couples living in states without same-sex marriages."It is why same-sex marriage should be legal across the land."The change includes equal treatment for all federal tax purposes, including income and gift and estate taxes. The ruling applies to all federal tax provisions where marriage is a factor, including filing status, claiming personal and dependency exemptions, taking the standard deduction, employee benefits, contributing to an IRA and claiming the earned income tax credit or child tax credit. This does not apply to registered domestic partnership, civil unions or similar formal relationships recognized under state law.Couples legally in same-sex marriages have the option to file original or amended returns, choosing to be treated as married for one or more prior tax years still open under the statute of limitations, which is generally up to three years. This means a refund claim can be filed for tax years 2010, 2011 and 2012.Kirby said this does not mean all married couples will get a refund."With my own return, we would have paid more in tax filings married than single," Kirby said. "The government is going to make more money on us."Kirby said he planned to file jointly on the back filings, even if he owes, on principle. The U.S. Department of Health and Human Services released a memo clarifying nursing-home access.Gay married couples are now eligible for equal access to nursing-home care through Medicare-funded private insurance, according to the memo.Current law entitles a person enrolled in a Medicare Advantage plan to receive care in certain nursing homes where their spouse resides."Today, Medicare is ensuring that all beneficiaries will have equal access to coverage in a nursing home where their spouse lives, regardless of their sexual orientation," stated Marilyn Tavenner, administrator for the Centers for Medicare and Medicaid Services, in a news release.Like the tax ruling, the memo specifically states coverage applies equally to same-sex married couples, regardless of address. The guideline means that gay couples married out of state but living in Oklahoma are eligible for the benefit.Ginnie Graham 918-581-8376ginnie.graham@tulsaworld.comCopyright: ___ (c)2013 Tulsa World (Tulsa, Okla.) Source: Albuquerque Journal, N.迷你倉M.Aug. 30--Who says candidates running for public office all sound alike?Certainly not when it comes to whether Albuquerque should adopt an ordinance that would impose union-friendly conditions on city-financed construction projects.Consider:Mayor Richard Berry is opposed to such an ordinance, saying it would raise the cost of public projects and hurt working families.Challenger Pete Dinelli is in favor of it, arguing it would ensure fair pay for work, quality control and worker safety. And challenger Paul Heh, who originally opposed the concept when he thought New Mexico was a right-to-work state, now says he supports it.That's the short version of where the three mayoral candidates stand six weeks before the Oct. 8 election on what are known as "project labor agreements."The controversial issue emerged publicly this week during the question-and-answer portion of a mayoral candidate forum sponsored by the NAIOP, a commercial real estate development association.Roxanne Rivera-Wiest, president of the Associated Builders and Contractors of New Mexico, used the opportunity to ask all three candidates whether they support such agreements for city projects. Her association is a strong opponent of the practice. In essence, these agreements -- sometimes referred to as "community workforce agreements" -- require contractors bidding on big municipal projects to use union labor and generally abide by union working conditions. The agreements set the terms and conditions of employment that must be adhered to for the duration of a project.Generally, the agreements contain language that calls for workers to be hired through union halls, though nonunion workers can join a union and pay union dues specifically for the duration of the project. The agreements also may prohibit strikes or lockouts. In New Mexico, only 8 percent of the construction workforce is unionized, according to statistics compiled by the state building association.National debateThe Albuquerque mayor's race isn't the only place where the pros and cons of project labor agreements have been debated in recent years. Two months ago, South Carolina became the 17th state in the nation to ban state government entities from entering into these labor agreements for public projects. In doing so, it joined Arizona, Iowa, Kansas, Louisiana, Maine, Oklahoma, Tennessee and Virginia as states that have adopted similar measures in the past three years.A "demand" for the end of project labor agreements even made it into the Republican Party platform in 2012.Historically, these labor agreements have been around since the late 1930s, authorized by passage of the National Labor Relations Act of 1935. On the federal level, they have been used to build the Grand Coulee Dam in Washington state, the Nevada Test Site and the Launch Operations Center at NASA's Cape Canaveral, among many other projects.Closer to homeSanta Fe recently went full circle with a community workforce agreement ordinance -- from introduction to adoption to repeal, all in one year -- without its provisions ever being applied to a single project. In February 2012, the Santa Fe City Council voted unanimously to adopt such an ordinance, which required contractors bidding on city projects in excess of $500,000 to use union labor, among other provisions. That led to an intense campaign by opponents of the ordinance -- including the state building association and the Santa Fe Area Home Builders Association -- that persuaded the council to delay implementation until administrative procedures were in place.Opponents argued that the ordinance would raise the cost of taxpayer-financed projects, impose unfair burdens on contrac自存倉ors and shrink a community's pool of potential bidders.Ultimately, after several unsuccessful attempts to amend the controversial law, the council voted, 5-3, to repeal the ordinance altogether last February without ever applying it to a construction project.Dinelli: Good for workersDuring the NAIOP forum, Dinelli told attendees the ordinance "hasn't hurt the city of Santa Fe," but he failed to mention the ordinance was repealed before it ever was implemented. He said in an interview later that day that he believes the repeal was a mistake."Yes, I could support a project labor agreement for all major projects undertaken by the city (of Albuquerque)," he said.Dinelli, a Democrat, said such an ordinance would blend well with his Energize ABQ economic development plan, which among other things calls for the investment of $1.5 billion into infrastructure improvements. The former chief public safety officer, deputy city attorney and city councilor also cited the use of a project labor agreement by the University of New Mexico Board of Regents in 2004, when it went out to bid to build a $183 million wing for its Children's Hospital. That is believed to be the last time a project labor agreement has been used for a major construction project in Albuquerque, in part because of the controversy it generated at the time.Dinelli said a project labor agreement "guarantees the quality of work and workmanship, and guarantees a fair wage to workers. It also will guarantee that workers won't be taken advantage of. That's my biggest reason to support."As for the popular arguments cited by opponents of these labor agreements, Dinelli said: "I think a lot of that is more nonsense than reality."Berry: Bad for cityBerry disagrees. At Monday's forum, the Republican mayor labeled as "insane" the idea of forcing unionism on people "to be able to work in this town."In a later interview with the Journal , Berry said the adoption of a project labor agreement ordinance by the city would raise taxes by boosting the cost of public construction projects, make it more difficult for small businesses to compete and hurt working families. If such an agreement became city law, Berry said, it would exclude between 60 percent and 70 percent of businesses that normally would bid on a city contract, unless they agreed to use union labor."Anytime you limit your competition, the prices are going to go up for our boss -- the taxpayers," he said. "Let people go out and compete. Let them go out and bid for jobs. If its union, great. If it's nonunion, great."Heh: Changed stanceHeh, a former police sergeant who retired two years ago from the Albuquerque Police Department, has changed his position on such an ordinance in the past few days.Originally, the Republican told the Journal that he was opposed to project labor agreements because he didn't believe they could work in a right-to-work state, a position he reiterated at Monday's mayoral forum. When informed that New Mexico was not a right-to-work state, Heh dropped his opposition to such an ordinance."I guess I should have been informed better," he said Wednesday. "My problem was that I really didn't fully understand right to work." Heh, who said he has been "a union guy all my life," acknowledged that union labor can push up the cost of city-financed construction projects, but he said that shouldn't be the only factor."You have to examine the bids and not just go with the low bid," he said. "And you can't discount unions because they might be a little higher."Copyright: ___ (c)2013 the Albuquerque Journal (Albuquerque, N.M.)
